Starting from January 2026, INPS will take another major step in the digitalisation of Public Administration, introducing the dematerialisation of contribution payments for domestic work. The change will mainly affect domestic employers under the age of 76, who will no longer receive the traditional annual paper letter with instructions for quarterly contribution payments and pagoPA paper payment forms.
Until now, employers who requested it received printed payment notices by post. From 2026, this system will be progressively phased out: affected employers will be contacted by phone by call centre operators working on behalf of INPS, who will provide information and support to help them access online services for paying domestic contributions.
To ensure a smooth transition, only for 2026, domestic employers aged 76 or over will continue to receive the annual paper letter. For all new employment relationships, the option to request paper documentation will be disabled.
This decision is part of a broader strategy of administrative simplification, based on the principles of cost-effectiveness, efficiency and sustainable development, reducing paper use and promoting digital services.
pagoPA payment notices can be downloaded directly from the official website, by accessing the Payments Portal and selecting “Domestic Workers”. By entering the tax code and employment relationship code, or by using digital credentials such as SPID, CIE, CNS or eIDAS, employers can print payment notices, pay online at any time, and view or print payment receipts.
Payments can also be made through the INPS Mobile app or via the IO app, further expanding access to digital services. Alternatively, assistance is available through the INPS Contact Centre or qualified intermediaries, such as consultants and patronage offices.
To support less digitally experienced users, dedicated telephone assistance has been set up through INPS Servizi, allowing operators to guide users step by step and, if necessary, schedule follow-up calls.
Finally, INPS provides a user manual, available in the “Domestic Workers” section of the Payments Portal, designed to help employers correctly use the new digital tools.
