Trying to put an end to the confusion in the use of the middle name in all Italian documentations, Ambassador Manalo issued a letter MIS-157-2011 dated March 18, 2011 informing the whole Filipino community of the implementation of circ. 29 and circ. 4 regarding the new uniform system on registering Filipinos in Italy. He made it clear that the embassy cannot call for, or support any initiative for, the suspension or abrogation of the circulars.
